Product vision
Soto is the human-commanded readiness outcome and assurance control plane. It closes readiness gaps through evidence, intervention, re-evaluation, and verified outcomes—and can later execute consequential actions under bounded, revocable human authority.
This describes the intended product, not a claim of demonstrated readiness improvement or current execution authority.
From a readiness gap to a verified outcome
The planned workflow connects source requirements, available evidence, accountable people, and verification results in one case record.
- 01 / EVIDENCE
Establish the basis
Identify the requirement, source, and missing or conflicting evidence.
- 02 / INTERVENTION
Propose the next action
Route the gap to an accountable person for review and a bounded decision.
- 03 / RE-EVALUATION
Check what changed
Revisit the evidence after corrective action; preserve unresolved questions.
- 04 / VERIFIED OUTCOME
Support human acceptance
Present the evidence for an authorized person to accept, reject, or reopen the result.
Specialist agents are intended to support analysis and coordination. A separate assurance review would challenge whether evidence supports closure. Independent validation remains pending; accountable humans retain decision and attestation authority.
Starting with rating-scheme integrity
The initial mission package focuses on NCOER rating-scheme integrity: identifying missing or inconsistent evidence, routing exceptions for human review, and preparing information for human certification.
Current prototype work uses synthetic cases. It does not draft evaluation narratives or make personnel decisions.
Training reservation readiness, Soldier pay and incentive integrity, and separation packet integrity are candidate extensions requiring separate validation.
What exists today
Research and synthetic prototype work—not an operational government service.
No operational integrations, government sponsorship, official decision authority, or measured customer outcomes are claimed.
Consequential execution is a future capability requiring a separately authorized human mandate.
Preserve the systems of record
The proposed architecture keeps models, cloud services, and data platforms replaceable while preserving the evidence and decision record. Authoritative systems and human officials retain their authority.
Soto Mission Control is the planned application for reviewing gaps, proposed actions, exceptions, and acceptance evidence.
